Some of our best affiliates are Dutch and we haven't had any problems with Russians either. Our worst offenders as far as CC fraud have come from the good old U.S.A.

Infact, the guy who was top on our list with nearly 500 transactions was from NY City.

As a webmaster, I realize the EU is critical. It's twice the size of the US and they're getting online much faster (they have intenet on payphones now, and SMS), Europeans aren't as afraid of technology and they're better educated. (That's a fact, sorry for the hard truth, even the worst off countries have real education for everyone, hell even Iraq did before the US stepped in in the 90s)...I used a T-Mobile.de cellphone on a train going 250 mph in Germany and browsed the web, but I can't even get SMS to work in our rural state.

As far as fraud, well there's no address verification or CVV2 available to us from the EU, but even US cards that are compromised usually have both stolen as well. No one cares @ VISA about this.

I do know EUDebit has a marginal return rate - higher than credit card, say 5-8 percent - and American debit is pretty much 50-80% return with any processor we've used (about seven).

The Dutch are some of the most painfully honest people I've ever known. I want to move there. They speak like eight languages fluently, don't freak about sex..if you're getting fraud from there, like whoa

these guys tend to more than legit. It's not a third world country, it's more advanced than the US on many counts.
