Im assuming you will use photoshop

1. select Image -> Adjustments -> Hue/Saturation
and check the "colorize" box and play with slide bars

the fading effect:
2. select Layer -> Add Layer Mask -> Reveal All
then pick the generic "black to white" gradient tool
and apply gradient to the mask

thats the simple way to do those effects

Play with the Cyan filter
Add a new layer fill it with blue and change trasparency to 40%-50%

ditto

Add a new layer
mask the whole pic and paint on your mask, use a gradient fill.

follow the directions for the top images,
mask the pic and use the motion blur effect.
