Im assuming you will use photoshop
1. select Image -> Adjustments -> Hue/Saturation
and check the "colorize" box and play with slide bars
the fading effect:
2. select Layer -> Add Layer Mask -> Reveal All
then pick the generic "black to white" gradient tool
and apply gradient to the mask
thats the simple way to do those effects
