Why does Google rank geocities so high?

Why doesn't Google stop linking to geocities sites and other cheap, annoying webpages like it?

...bad example, but the point is still the same. I run into geocities webpages for LOTS of searches.

I think that geocities sites have a bit of extra PR just because they are hosted on geocities... or does Google not work this way?
