recommend secondary, *non-USA* processor..?

hey all... ok, as happy as i am w/ ccBill and their truly reliable service, i'd like to finally implement a secondary processor that failed signups will be shunted towards when they are unable to signup using ccBill (i.e. "We do not currently process from your banks Bin..."), but i have concerns about whether doing this will cause me problems down the road.

i seem to remember mention last year here on the board that utilizing two different billing solutions that operated in different VISA regions could get you in trouble w/ the VISA borg queen, is this in fact the case? are others using primary/secondary processors that reside in different regions w/out issue, and if so, can any please recommend some options for secondary processors? i'm not interested in any of the big players really, i'd like to try something foreign and more apt to service far-flung locales. thx in advance all, good morning to all..!

I know they are moving to rackspace.com as new hosting facility to fix the DDoss attacks. If I was you I would wait till that is done, and then look at them...

I like the services where I use it for....but I know they don't accept AMEX for example..

I've heard Verotel recommended. I've never used them myself, but they are based in the Netherlands, I believe.

You CANNOT acquire for the same site in multiple regions. If Visa catches you, they have the right and probably the inclination to terminate you from ALL processing for that set of urls.

Therefore, if you are using CCBill US, you need to use another US.

If you are looking for an alternative for foreign surfers that you can weed out prior to a decline, I would suggest a good dialer, ePassporte, or some country specific, non Visa, card solutions.

If you are EU Verotel is ok. We set them up as a secondary and they catch the ones Ibill won't do.

thx to you Kimmy, this is what i thought might be the situation. i have no desire to put our VISA compliant status at risk, so that is out... but, where you state..:

You would need to talk to the processors about that, frankly I think that MC has the same general rule but I don't know how the enforcement on it goes.

You would also need to have a Euro business established in order to process there I believe.

Verotel, Glo-bill and 2000charge are all decent offshore processors.

There's a lot of bullshit misinformation floating around. First of all, it is the 3rd party processor or IPSP that must remain compliant with Visa and Mastercard within whatever region of the world they process in. It is NOT the job of the "sub-merchant", i.e. you, to determine in which geographic region you can or cannot acquire. Visa has no relationship with actual webmasters, only with the IPSP through the IPSPs merchant bank. It is up to the IPSP to tell you whether or not you are compliant and "acquire" you/reject you based on that determination.

You can sign up with whoever you want. If the processor is allowed to sign you up according to the card association rules in THEIR REGION OF THE WORLD, they will sign you up and you have nothing to worry about. If the processor cannot sign you up (e.g. US processors cannot sign up sub-merchants from outside the US under Visa USA rules) then they will not allow you to sign up in the first place. It's that simple.
