In a nutshell, the LL2 rules would be as follow:
1- A warning page;
2- A main page with links to the gallery pages;
3- two to four gallery pages;
4- Only 5 thumbs per gallery page;
5- Each picture can be on a HTML page;

For you to build and submit such a feeder, what would it take?

Traffic levels to make it worthwhile.

Though not necessary I would prefer the ability to use a FPA between the warning and main page.

Same for me, enough traffic to make it worthwhile. If I can't get enough traffic to make a few sales per site, it wouldn't be worth the time to build them

Here's another vote for traffic. That's the big pull. Making the sites isn't hard. I use AVS Weasel to make all my link list sites and it already supports the format you are proposing. The only tough part would be creating a new set of templates for myself and my clients that use 5 pics per page.

It's all about the traffic, though. I think most webmasters are sick of giving out huge amounts of free content and if you created a link list format that allowed as few as 10 pics for the whole site, people would submit as long as you could provide the surfers.
