If you buy lots of domains you can use stargate.com's bulk registration account, and get your domains as low as $6.75 each.

The cheapest that I've found that is reputable, is Namecheap.com
You can't beat $8.88 with incredible support and a GREAT control panel (best control panel of all registrars). |
