Implementing this plan is basically extortion of current domain registrants. ICANN is like organized crime. They're proposing removing the price caps now. But it wouldn't surprise me if ICANN announces a future plan, to change their fees from a fixed amount, to a percentage of the domain registration/renewal fees.

For now it's .org, .info and .biz. I doubt ICANN could pull this off with .com and .net without receiving major backlash from huge companies that have hordes of lawyers on retainer.
That's just what I was thinking too.
