Imagine if next year you had to pay 10 times as much to renew your domain name as you paid this year. Implementing this plan is basically extortion of current domain registrants. ICANN is like organized crime. They're proposing removing the price caps now. But it wouldn't surprise me if ICANN announces a future plan, to change their fees from a fixed amount, to a percentage of the domain registration/renewal fees.

For now it's .org, .info and .biz. I doubt ICANN could pull this off with .com and .net without receiving major backlash from huge companies that have hordes of lawyers on retainer.
