2nd - they dont have to know English...all it takes that their supervisors or some HQ guys will produce some catchy memes and these guys will only propagate them..later - as with the Internet these catchy memes will be spread out by other "normal" users"

A lot of us here could spell out step by step what they could do to be effective ( word washing posts, friending elected officials school board members local business owners, etc., Taking other troll accounts off your feed, AI to send set responses to chat requests, tying in your troll Twitter's with troll FB accounts., Etc. Etc.)
