It is all about allocating a scarce resourse.
When folks do not bear the costs of obtaining a scarce resourse, they feel "entitled" to it. Look at how much water is wasted in California by farmers that are afraid if they do not use it, that they will lose it. Government is not a solution to the problem of water allocation. |
