Cops turn a blind eye to them most of the time except the rare occasion they have a blitz crackdown to look good in the media. Then its back to biz as usual.

How do you mean? They stop some cra for traffic/speed violation and if the driver turns out to be uber driver they let him go?

No, they operate right under the nose of cops in the downtown core without being ticketed for unlicensed cab operation. They pick up college kids from bars and nightclubs at last call while cops walk foot patrols right past them. Usually they drive unmarked minivans.
