This has often been discussed over the years.
And the answer is, yes, it is cheaper with paper because the fees to dump trash are low in most communities. If you factor in the purchase cost, having someone to collect the china in each restaurant, put it in the dishwasher, run the machine and then pile the plates ready for new use, then it becomes very labor intensive. It will also break over time and deteriorate, creating a need for new plats on a constant basis.
So yes, unfortunately, paper is much cheaper.
