Any idiot will. The "secured" is a good word but it does not explain anything. Perhaps there are more cameras but.. nothing else actually. It's not a special secured area like Hoover Dump for example (if you were there you know what I'm talking about). That place near Kremlin is very symbolic but it has no special security. I don't really follow Russian politics, so I don't really know, but from an outsider point of view it doesn't seem THAT stupid...

it's possible he is threatened, maybe his opposition is getting stronger? so he just wants to remind everyone who is in charge?

Tomorrow all those people will join the anti-Putin march, which was moved from outskirts to the center of Moscow by the City Hall. It was intended to be a positive anti-Putin march, which will turn into a sad and perhaps radical one, because of the assassination. There will be no funky green balloons tomorrow, I believe. The situation has changed and it changed badly for Putin.
