In most countries you have to pass psych exam in order to get drivers licence, they check if you are sane enough to drive.
You can safely say that transgender people are messed in the brain so following that logic it is not that funny.

In fact that's really weird if that's for real (personally I never heard about such a limitation). On the other hand, I don't understand how can it be applied to some particular person. When the psychiatrist talks to a patient, he can't ask him/her to show off the genitals. So if he sees someone who looks like a woman and has a women name in a passport (all transsexuals change their male names to female ones), how he can be sure she is a transgender? I mean if this is a real regulation, it won't work in Russia anyways. Just like that over-disputed so-called "anti-gay" law which has never been enforced here.
