Yeah but it's not cost effective to ship water anywhere. Even in country to like Cali, we can't just take water from N. Dakota and send it to Cali, its just not feasible. So dumping buckets of water in the US has ZERO effect on people in Africa.

That picture is just for shock value before you actually think. You could do the same with food and show someone giving a piece of chicken to a dog and then show a starving person in Africa. Well, you can't mail chicken to Africa so go on and feed it to your dog or throw it out even.

Although the problem in dry areas using fossil water or regular groundwater too much, is that the rain will mostly come down elsewhere.

This is biggest problem in Middle-East, as there rains very little.
