MILF wasn't created by a webmaster, as far as I know the term MILF was either coined or popularized by the movie 'American Pie'.
Top three MILF sites would be MilfHunter, the first Milf site, MilfSeeker, and I guess MilfSearch. Not sure what other Milf sites are out there.

I knew of the term "MILF" before american pie came out, so I think they just popularized it, not invented it.
