A friend wants to get into this, please can you recommend software, he had a look but said it was pricey, what are the options?

what kind of short animations ?
Adobe CC is 50$ per month with annual commitment, and I'm sure he can do whatever he needs in After Effects. https://creative.adobe.com/plans
