NDIS User mode I/O Driver?

what is it? according to my happy firewall, has the following stats:

incoming allowed: 164055555
incoming blocked: 86458144
incoming total: 250513806
outgoing allowed: 0
outgoing blocked: 0
outgoing total: 0


what does this do, and why doesn't it transmit a single byte out? i figure this has some to due with the auto update stuff, but it still should have outbound traffic. i was watching the bandwidth meter, and it was blocking up to 15k/s, that's a lot of traffic to block on a relatively low bandwidth.
