No, that's if you want to park it or drive it on a public road. There are no regulations about who can purchase a car or motorcycle and no regulations about keeping it in your garage.

I see your point though and am not trying to be a wise ass.

If I want to carry a gun I have to either carry in plain sight or have a permit to carry concealed. (not true in all states) But again for private use in my home there are no regulations in my state provided I'm not a criminal.

You don't. This would be a change that effects the long term situation. Eventually old guns are phased out from age. It's enevitable.

This is the same reason an assault weapon or clip size ban would help. There are guns in circulation that nothing can be done about, but the aim of the ban is to keep new ones from overpopulating our culture with guns, guns, guns.

Everyone thinks anything we do is supposed to take effect right away and keep some school children from being shot up next week. The idea is to change our culture so 40 years from now, the problem is getting better, not exponentially multiplied.

People will still own guns, which is fine -- but there won't be 10 guns for every man woman and child on the planet. If that that doesn't sound like a good idea to somebody then I'd have to wonder what mental defect they have.

If you want to sell a car without registration, you might have to add a few extra steps in order to be able to sell it legally. Registration is important because it is the only way that the DMV can keep track of information about your car. The registration alerts the DMV of who the owner is, their address, their plate number, the VIN and the title number.

Step 1 - Draft and Sign a Bill of Sale

The first thing you should do is to write up a bill of sale between the buyer and yourself. This needs to have both your name and the buyer's name along with your addresses, VIN number, the year of the car, the make and the model of the car. You will also need to make sure that you include the amount that you are selling the car for. You need to make a confirmation in the bill of sale stating that you are the actual owner and have the authority to sell the car to the buyer. You should sign the bill of sale in front of a notary who will stamp and sign it.

Step 2 - Go to the DMV for Papers

Go to your local DMV and get paperwork and any other information that you might need on selling a car. You should have your car title with you. If you do not happen to have the title, you will need to file for a copy of one before you can actually sell your car. You will need to have a valid license, along with some sort of proof that you own the car. That would be the bill of sale you got when you purchased the car originally, providing the proof that you need to be able to sell the car without registration.

Step 3 - Do a Title Transfer

Fill out all the appropriate forms that the DMV has given you and then you can sign the title so that it can be transferred over to the person who is buying it. Now you will need to take all of this paperwork along with the bill of sale and give it to the DMV. There may be fees for the transaction along with sales tax, which the buyer is responsible for. The buyer will also be responsible for paying for their own registration. If you have to wait for the title you will need to wait until you have it to be able to complete the sale of your car.

If you are selling a car that you still are paying on, you will of course not have the title and you will need to call the bank to make arrangements with them to transfer the ownership of the car over to the new buyer.

seems that you can have a car with no registration ( license plates ) but you still need to go thru the process ...

In Canada, I suspend my plates on my collector cars during winter , along with some insurrace coverage, but they still are registered .
