I thought so, too... also, it'd have been Miami Beach police, not Miami-Dade... I know they have a lot of locations down there but based on mentioning "Venetian," AFAIK the closest thing they have to the causeway is their HQ and that is on the beach.

I understand this,
It is the reason a cop sticks his face in the car window when he stops someone for speeding. But I am not certain how it applies in this situation.

All I know is,
That breaking and robbing a place is something from the old mob playbook.
Whenever the police were getting too close and they feared that they would be raided or searched. It was arranged to have the place robbed.

A robbery is a perfect solution and gets rid of the evidence while providing a the owner with a plausible excuse why he can not comply with the police. (ie: we would like to help the police but we were robbed. ) And even if the police still searched or raided the place they could claim it must have been something left behind on purpose by the robber. (ie: They are the victims)
