So China - who doesn't have a blue water navy - is about to deploy fifty year old technology. If the wind is just right, the might be able to hit Korea. Or Japan.

Was a great show on the other night about the Japanese submarines that were built to launch assault planes, specifically to assault the US coastal cities.
I-400 was what it was called. |

From their point of view, it's the smart thing to do. Right now the US, Russia, or even India could theoretically take out China's nukes with a first strike.
M.A.D. keeps things nice and stable. It's not like they're just going to go start lobbing nukes around. |
