So China - who doesn't have a blue water navy - is about to deploy fifty year old technology. If the wind is just right, the might be able to hit Korea. Or Japan.

Was a great show on the other night about the Japanese submarines that were built to launch assault planes, specifically to assault the US coastal cities.

I-400 was what it was called.

From their point of view, it's the smart thing to do. Right now the US, Russia, or even India could theoretically take out China's nukes with a first strike.

M.A.D. keeps things nice and stable. It's not like they're just going to go start lobbing nukes around.
