Some of my best sponsors have the owner as the sole employee doing support. When you get a good one they can be the best because you know they really care about their site and they aren't just looking for a paycheck. Not to say that regular affiliate reps are bad either. Just don't knock the one man shows.

Jesse who runs KickAssPays.com as a one man show is an Awesome Webmaster and Program Owner to work with, not to mention that he has some phuccccking awesome sites. He did lot of help and support for me. ;)
