Can anyone tell me what code produces the fastest page redirect?

Is there a way to do it without any delay whatsoever?

I dont need to cloak the page, just a very fast redirect.

I am going to try to "<meta http-equiv="refresh" content="0;url=index.html">" index.html is where the url goes you want so send to. I am no coder I just copied it off a site that I know it works. looking at I think url="" is the key part.

It's not really PHP. Just put that between the <head></head> tags of your HTML file.
