Make sample galleries or ask your sponsors for them and submit those with your referral links on them to all TGP/MGP sites out there with Chameleon Submitter ( http://www.chameleonsubmitter.com/as.php ). Once you are comfortable with the process, focus on Partner Accounts.

You can do the similar with free sites and Link lists,..

of course, many people make good money on this so the answer is yes, but you also need to know what are you doing. no matter what submission software you take, it is always gonna be just the tool - wont make miracles unless you know how to do them. However, Chameleon is well done and has all you need - its gets the job done and helps a lot to achieve your goals.

Not sure what kind of sites you have set up - galleries or free sites, but traffic comes out much cheaper when you deposit through epass - 20% bonus again.

the best way is to look for traffic trades from new sites also.
and if you have a spare time submit your gals to a few good paid submit sites.
