New TGP autosubmitter needs webmasters

I'm finishing up a new autosubmission program and I need to start stress testing it. It's only got about 70 TGP(2s) currently available for submission however that number goes up almost daily. I'm expect to have around 150 TGPs available for submission by the weekend
