Planning TGP site

I'm planning my own TGP site, but I have only very little experience.

How can I get people to visit the site in the first place?
And how do I make people come back to the site again?
Are there any "golden rules" that should be followed?

Well - I don't expect that anyone will answer all my questions and show me the way, but a little help would be appreciated...
