looks like you could get it done for 3-5k if you go with freelancer, but this is probably a case of you get what you pay for

LOL. I think it is "crashing" because they can't add additional servers fast enough, not because it is a cheap coding job.

Cheap coding means that it scales badly. Built with PHP and a fuck ton of javascript.

Using either Flash Media Server, Wowza or Red5 to handle the streams. They could utilise P2P to help reduce the bandwidth costs or prioritise paying members over window shoppers.
