votes from different IPs - how

i need some help with voting system.
There is a site with many pictures you can vote for.
i wanna send some votes for my picture, but there is only 1 vote from IP per day allowed.

anyone knows how to do it simply, knows any program doing it or has cheap indian service with real voters?

amount of votes i need is 2-3K, the cheaper the better,
site is not in english and is not about porn
