What is up with these designers asking people to tell them what they want before giving them a price?

I’m unable to give any kind of quote without knowing the details of the site beforehand. For example, what kind of site is this going to be: a store, an affiliate program, etc? Do you want an entire site developed in flash or do you just want certain sections in flash? Do you have any examples or ideas that you are leaning towards that I would need to be aware of? Flash can range from $200-100k it all depends on complexity of the flash and your design needs.
