We use Red5 for server side translation. P2P connection will be implemented as well in about 1-2 weeks and it is optional. According to our tests P2P is not always working and in 70-80% cases server side video translation is necessary
we have hosted version for $99/month or full purchase $995 one time with installation to your server (note, need dedicated Linux server).
