PHP expert get $30 for VERY simple script

Ok, I need very simple php script, you may already have script like this.
It needs to work on subdomains and call one random line of txt-file which locates on main domain.
So kind of simple ad/thumb rotator.

So if text file contains:

<A HREF="page1.html">page1</A>
<A HREF="page2.html">page2</A>
<A HREF="page1.html">page3</A>
<A HREF="page2.html">page4</A>

using php echo, I would get 1 random line of html displayed on my page.

Would need to work with hundreds/thousands of lines within one text file or several.

Price is negotiable.

Should be very simple for anyone who has clue with php, I don´t have.
