Need a script

I need a fairly simple script, prefer php for an ad posting website where the ads will simply be posted like a blog with the newest ad on top.

The form an advertiser fills out should have fields for:

• Name
• Phone number
• Email address
• Optional Website
• Ad

They do not need to be registered to post however when they do post the ad is to go into a moderation queue. Only the ad is to be posted, the other information is for moderators only. I would like to add a feature that will recognize their Name, Phone number, Email and the optional website (all 4 must match what is on file) as a registered poster and post the ad automatically without going into moderation. I do not want them to log in, I simply want it to say "hey this matches an entry" and allow it to skip the moderation queue. (there is to be no log in / members area / access to their ads after they've posted)

There are 5 moderators so I need there to be an admin area where the moderators can go to approve or deny the ads that are in the moderation queue. Each moderator has their own log in and the ad will say on it "approved by" and give the moderator's username.

After an ad is approved it should be able to be edited, or deleted in the admin area (this includes ads that skipped moderation).

I want there to be another moderation queue for deleted/moderated ads. When a moderator edits or deletes an ad I want it taken off of the main page where it is displayed (or removed from the first moderation queue) and put into a different queue where a second moderator must approve the changes. After the second moderator approves the changes the ad is to either go into a deleted list if the request was to delete it or it is to go back on display. Again, if the ad is displayed, I want a tagline added to the ad that says "edited by" with the first moderator's username and then a second tagline that says "edit approved by" and the second moderator's name.

Deleted ads are to be labelled as "deleted" in the database but not deleted from the database. I want the deleted ads to be added to a text file upon being labelled as "deleted". The deleted ads are not to be accessible from the admin area, we will use that text file if we need to see them but I want to keep the entry for any future changes to this script. As with the others when it is outputted to the text file I would like added to it "deleted by" with the moderators name and "delete approved by" with the second moderators name.

I would also like an admin only login access that will allow me to run a very basic report displaying the number of ads (and links to them)

Although there are a lot of specifics in this script I think it can actually be done fairly simply as these are the only features I want, I do not want ANY other functionality.

p.s. I did not mean "simple" as in thinking this will take 30 min and cost $25. I meant simple as in this is all I want, I do not want it to be complicated with extra features or to have multiple databases nested in eachother. I understand that there are several features I am asking for and it will not be a 30 min job.

$100? are you joking? That is WAY TOO cheap. Dude other quotes I am getting are all above $1K, you could charge more for your services if you are any good...do not under price yourself.

I know it's cheap but that is my price. Find 100$ on ePass and I will finish that for 3 days.
I need little pratice before I continue developing my script, and this will be perfect for that.

Also price is low,because I want to keep rights on that code for some of my future scripts, and one file where is functions will be encoded but it will be very easy to implement into your design.

If you want open code then price will go up to 500$ and if you want all rights on code price go to 1000$
