3,000 vistors isn't very much. I don't think you would need a dedicated server for that. However as cheap as they are now days you could get a dedicated in the low $100 range.

Most shared account hosts will allow you to have 50 connections at the same time when it comes to PHP/MYSQL scripts, so unless you will have more then that a dedicated server isnt really needed, plus you can get a dedicated server for as low as $50 these days...

3,000 visitors on a blog network? Do you mean 3,000 users(bloggers)?

I don't expect more than 50 people altogether.
I would be starting with about 100 - 200 blogs growing to around 1000 to 1500 and about a total of 100 to 150 posts a day.
So what sized package would you recommend for a startup WPMU install?
would you recommend dreamhost?
