Programmer wanted for customizing work

I am looking for someone to add some options to existing chat room software.
An example of the software is here: http://www.tufat.com/script2.htm

What I'm looking to have added includes the following:
1)Ability to have pictures, text chat & audio.
2)Ability to hold at least 200 consecutive users
3)Go light on flash so a macromedia hosting service is not needed.
4)Designed with a gay "bent" (background, icons, etc) since this is for a gay chat room.
5)Private messaging & email
6)Profiles
7)Banner placement space in main chat room
8)Ability to create seperate rooms by users
9)Ability to upload files/pics
10)Ability to make the site a pay site. (Will start off as a free site)
