We just released version 2.1.1 of evo articles. Lots of improvements and a few bug fixes. One down fall of article manager is they don't use mySQL backend (yet they do have a version coming out), but our caching and SES features with media support makes our solution a nice all around product. Also we support the dickens out of it

It looks to me like it's running on a slightly modified Mambo/Joomla version.
I built Articles21.com on Mambo myself, I think you can customize it to have the look of the site you referred to.
