I want to provide the video clips to use, and the psds for the site to be promoted and get back a *.fla file I can edit in the future with different video scenes.

Functionality just needs to be a clickTag so when the banner is clicked it goes to the url specified in a surrounding iframe. All similar to what you see the larger programs doing.
