I paid him and almost 20 days has passed and he never said anything more!
Time frame was 5 days...

Why do you pay in advance? I've been around here for a while and had a lot of work but never asked for money in advance, even at the risk of not getting paid.

Those 25% should've been paid after you saw at least 25% of work done. At least from that point someone else could've picked the work and continue, even though in case of programming, is really hard (every programmer works with variables in its own way).
