Wanted: PHP Programmer to create an Escort CMS site

As the title states, I need a php programmer who needs a job and has reasonable rates to do an escort agency style CMS website for me. Prefer Joomla (no Wordpress). I'm going to be frank and not beat around the bush, I need someone who can do this for me as cheap as possible. I don't mind working with out of country programmers to cut down on costs but a firm grasp on the english language is important to me as I want my project done right. I will need someone who can write a clean code with an integrated CMS with a MYSQL database, and nice admin panel.

Payment is paid once the job is completed and fully tested on my server. Too many scams going on with programmers who take initial deposits and I never hear from them again.

I will need quite a number of these types of sites done so if your price is right and you do a great job with the first site, there will be ongoing projects for you from my company.

So to be clear, you want this to be completed and fully implemented on your server where the developer has no more control over the project, and can't hang it over your head, where you can simply change the passwords and he's locked out and you can disappear with his hard work, and never pay. Oh, wait... Is this one of those "You can trust me bro" type situations? Your'e a good guy? You'd never stiff anyone?

Let me be frank... If you are "cheap" with your demands being high... You're going to get scammed 99.9% of the time. Suggestion...raise your budget and get better developers.

For a nice share ask for an ETA and then establish multiple payments.
if ETA is 10 days and budget is $200 then 5 payments, so you are both in a win/win situation
