Indeed, limits and restrictions vary based on your country. So if you are legit there is no reason why you shouldn't verify your account.

Regarding your paypal/paxum question. None of the exchangers who are serious about their business will accept funds from non-verified paypal accounts in exchange for paxum.

To answer your question, yes, you can receive money (limited balance though) if you're not verified but you can't move them or send anywhere till you get verified. Also there are limits depending on a country as u-Bob has already mentioned above.
