CC fraud

Looking for someone to help with cc fraud. I'm using ccbill.

Fishing out content thieves at this point. But when I catch them and block them, they reregister the very next day with a new stolen card. CCBill does virtually nothing to protect from cc fraud. Looking for someone who has solutions for this.
