I just checked with our technical support guys to make sure that I'm giving you the right information. It looks like each of these packages has their strengths:

The first has more storage with 2 x 1.5 TBs
The second has more processing power with the quadcore and 16 gb ram

I think the OP may also be taking into consideration the bandwidth included. Maybe not, he didn't exactly make that distinction.

But the second server appears to come with 200 Mbps of SLA guaranteed bandwidth. Does that SLA guarantee the 200 Mbps be available at all times? And how much bandwidth do you require?

You should always get the latest price when a company changes prices. If not find a better host like www.dwhs.net they can even move your website over in most cases.
