I need to secure my site from being accessed by certain regions (geoip doesn't cover it), plus prevent my members area from being accessed with download tools. Some other things also.

Find freelancers at the world's largest online service marketplace. You just post what your looking for with your budget and people bid on the project. For payment I think you use an escrow type service and I suggest you ask for a demo before making payment.

What I like about these sites is that many of the programmers are from oversees and will work cheap.

what about security/legal issues with working with overseas people... i.e. non disclosure agreements etc. do contracts hold up?
