There are a few solutions out there but they are usually just components. You typically build your own. I've worked on this kind of project before. You can go Windows Media Server or Flash Media Server. The tracking of the minutes is the hardest part.

I've integrated stuff from objectcube before. Works with windows media server. You can also do it will flash but you'll have to build your own components. Wowza is good and has decent documentation and can do pay per minute.
