hmm, I would recon to start with dedicated server.
Be ready that such service will consume 1Tb/mo( heh, 10Tb and more!)

Also write a plan how to generate rev.

Most any hosting company that offers dedicated servers will allow you to do this. The problem I foresee is that people will upload content they don't own, the owners of the content will complain to the hosting company and they may cancel your account.

I'd build in a REPORT STOLEN IMAGE function of some sort to allow you to moderate your complaints.

That is... or put your server on a deserted island somewhere.
