So I'm new to the industry and am still trying to undersatnd what everything means....so can anyone explain what 1x PR3, 3x PR2 and 2x PR1 is.

Hi PR stands for page rank which Google gives each site. If you search google/yahoo using the the terms "page rank" or just simply "PR" of a site you will find a lot of info about what it is used for
