If you throw a rock you can probably hit about 200 web page designers just on these boards alone. Before you go down that road though, make sure you know exactly what kind of website you are interested in.
The more you know, the less things will cost you.

It depends on what kind of sites are you planning to build. If you're doing a paysite then you must have a good designer (you can find some good ones here on GFY) but if you're doing a blog or some kind of TGP then you can do the most of work on your own. For example lets look at the TheHun TGP. That site is ugly as shit but has a bunch of traffic that converts very good.
You can save that money to buy more domains and hostings to build a small network.
I mostly build my own sites. Since I do blogs the design doesn't matter. On blogs content (text + picture/movie) rules.Comment
