Redesign a working program?

I've seen where it says you should never touch a program that's working.

Should I do a redesign and test it live to see if conversions improve, or just move on to designing the next site?

If its not working redesign it. If its working, but is not up to a standard, then tweak it. If its working well, move on to the next one.
