I am was planning for a while to build a page like this:

Is a site like this cms powered? or do you know about any cms systems that easily can do this?

Thats custom, but you could automate this with PHP. Main page just loads a mini free site of the model with some photo sets. Each seem to be optimized for SEOs. So i'd say some custom PHP.

If you wanted it to be static its really simple to do. If you wanted a little more dynamic features it wouldn't be to hard to code the features you want for something like that. A cron job to rotate the images daily if if you wanted a fresh look everyday.
